Robert Miller received his PhD from Pacifica Graduate Institute in 2005. During his doctoral studies, he developed the basic fundamentals of the Feeling-State Addiction Protocol (FSAP), utilizing this approach in performing research for his doctoral dissertation. An article describing this approach was published in the journal Traumatology in 2010, originally called "The Feeling State Theory of Impulse Control Disorders and the Impulse-Control Disorder Protocol." Dr. Miller’s dissertation research was published in 2012 in the Journal of EMDR Practice and Research.

Dr. Miller has presented the FSAP at the EMDRIA International conference in Anaheim and Washington, DC. Last July, Dr. Miller presented at the EMDR Europe conference in Milan, Italy. He has taught over 35 workshops training more than1200 therapists in the United States, Canada, England, France, and Italy how to utilize the FSAP for behavioral and substance addictions as well as for many other behaviors such as co-dependence and anger issues.

Dr. Miller worked for four years at Camp Pendleton treating active duty Marine and Navy personnel who returned from Iraq and Afghanistan with PTSD, addiction, and anger management issues. He is currently in private practice in Vista, CA.
